Rebel Ratio

We are instating a Rebel ratio, it is the exact same as the CCA for things to remain balanced; the ratio is as follows.
1 Rebel(Note, Free vorts count as rebels) per 2 Normal Citizens (Keep in mind CWU count as 'normal citizens')
If the staff team see the ratio is out of balance, we will kindly ask the most recent flagged rebel to flag down to a citizen character.
If said rebel does not flag, they will be given one final warning, then if they still do not flag; the staff team will force them to a citizen character. If this happens multiple times, you risk your character being deleted.
This ratio ensures healthy and fun roleplay for everybody CCA, rebels and of course. Citizens.
